The loan was for him to invest in his ‘company’. I assume now the whole thing was bogus.

What are my options? Who should I report this to? I would love to sue him – but I realize spending more money on this scam artist probably won’t get me any money.
Also – regarding small claims court – he resides in California, my family in Oregon. Where do i file?

is there a loan agreement? how much was the loan for? If you have a loan agreement and the loan was small (under $5,000) you can probably go to small claims court which is very inexpensive. If you win, you can get a judgement against him which means if he ever has any money, he owes it to you
I’m posting this to warn EVERYONE on yahoo! abt Loan scams.
Beware of Advance fee Loan scams.
LOAN SCAM – Do Not Pay UpFront Fees.
Do not send money UpFront via Western Union or MoneyGram to any person
or business in the UK, Nigeria or Canada in hopes of getting a loan. If
you do you will learn a hard lesson & never see any Loan money.
Got any agreement in writing? Got any documentation that you loaned him the money? I would probably say that you should sue him for the money back in the state that you live in. That way he’ll have to respond instead of you filing in his state, and having to show up in court for the lawsuit. He’ll probably default depending on how much or little money he owes you, but good luck at collecting it. Probably should also report him to the Attorney General’s office in both your state and his. He may be breaking security laws in his and/or your state by getting you to invest in his ‘company’.
