Fred is totally wrong about "commisions" in the Vanguard Windsor Fund II. Suggesting a small cap fund to a conservative investor may also be a mistake. A conservative investor will usually have no more than 10% of their portfolio in a small cap fund.

This is a decent conservative fund. It's "managed" which means you can earn more than the "market". If it fits with your current asset allocation & you like the "objective"...... go for it!

I used to own shares of Vanguard Windsor II, but I wouldn't recommend it. Commissions tend to eat away at money you would otherwise make in the fund. I'd recommend a low cost index fund or a good small cap fund (often good small-cap funds are closed to new investors, so you may have to do quite a bit of research to find one with a good manager). Small caps tend to get hit hardest in market crashes, but also tend to lead when the next bull market begins.
